1. Duration of the Moratorium
From 12:00 p.m. on May 1 to 12:00 p.m. on August 16, 2024—a total of three and a half months.
2. Scope of the Moratorium
The moratorium applies to all fishing operations except angling, including fishing support vessels that serve catch vessels.
3. Key Regulations
Prohibition of Off-site Moratorium:
Fishing boats must remain docked at their registered home ports during the moratorium. Unauthorized departures, changes in mooring locations, or cross-city docking are strictly forbidden. Vessels requiring maintenance in a different district must obtain dual approvals from local fisheries authorities and register with the provincial bureau. Vessels seeking refuge from typhoons must return to their registered ports immediately after the weather emergency ends.
Voluntary Suspension for Angling Vessels:
While angling vessels are exempt, voluntary participation in the moratorium is encouraged. Those who opt in must report to the county-level fisheries authority in advance and sign a pledge. If they fully comply with the moratorium and policies, they may apply for seasonal fishing moratorium subsidies.
Ban on the Trade of Iced Miscellaneous Fish:
The buying, selling, or transport of illegally caught iced fish during the moratorium is strictly forbidden. Any evidence related to criminal activity will be referred to relevant law enforcement agencies.
Fishing License Control:
Fishing types and methods cannot be altered during the moratorium. Any use of idle vessels for educational or research activities must be approved by the provincial bureau.
Supervision of Vessel Ownership Transfers:
If a fishing vessel is transferred but ownership registration is not completed, the original home port retains regulatory responsibility. Once registration is finalised, the responsibility shifts to the new home port.
Centralised Vessel Supervision:
All non-participating angling vessels and other exempt boats must be moored at designated fisheries ports and follow strict monitoring protocols: entry/exit reporting, satellite positioning, and designated landing of fish catches.
Supervision of Coastal Township Vessels:
Coastal township vessels are strictly prohibited from engaging in fishing activities during the moratorium. Illegal or unregulated operations will be punished severely.
All fishers are urged to strictly follow the regulations and ensure safe mooring. Enforcement authorities will impose penalties for violations and deduct fishery conservation subsidies in accordance with applicable rules.
